Explain Your Suggestion:
Gangs can purchase a strictly IC radio.
/g Being ooc which can be toggled so if there's metagaming happening the leader of the gang can sort the issue.

Just tell your members to buy a walkie talkie from 24/7, then /setfrequency to any channel you want and use /wt to communicate each other ICly.
