I don't think you quite understand what he means...
He's talking about basically someone that overlooks all gang activity. If they non-rp in anyways majorly the gang moderator acts upon it, meaning he/she gives them a strike.
once he gives the gang so many pooft. There goes a gang, gone.

It's a good idea. But it's not necassary with such a low player database and is really just something i'd describe as power hungry at a early server phase.
